3. Approval of the Council’s previous meeting’s minutes held on the 09/09/2020
RESOLVED: Minutes of 09/09/2020 meeting be approved and signed as a correct record.
4. Matters arising from the minutes.
4.1 Reference was made to the poor condition of the Llansannan Bowling Club green following recent renovation work. It was stated that a reseeding programme has been planned for the coming spring. The chair enquired about the Council’s contribution towards the renovation work undertaken on the bowling green. Clerk stated that £2,000.00 had been donated from the H G Owen accounts and £580.00 from the Community Council accounts towards the renovation project. These 2 payments were made in September 2020. These 2 payments are to be added to the £9,632.45 total on the 25/02/2021 Agenda.
4.2 Mynydd Dymunol ,Rhydeden i Cefn Y Groes Bach, Llansannan, LL16 5LE Concern was voiced regarding the untidy state of the site.
RESOLVED: To correspond with Conwy CBC Planning Department and seek clarification regarding Planning consent for storage containers.

9.3 01/10 Conwy CBC. Subject: Proposed 20mph speed limits around schools. Dear Councillors.
As part of the Local Sustainable Transport Measures in Response to Covid-19 funding, we were only looking to introduce 20mph speed limits, where possible, around schools that currently do not have a 20mph speed limit to improve safety and better facilitate social distancing.
It is proposed that the restrictions are introduced using an Experimental Traffic Regulation Order, which will allow the restrictions to be introduced quicker than by a traditional Traffic Regulation Order.
The process differs in that there is no need to allow 28 day to receive objections or need to resolve any objections before the restriction can be introduced.
To introduce an Experimental Traffic Regulation Order we are required to advertise the proposals and no sooner than 7days following advertising the proposal it can be introduced. We are also able to make changes to the restriction during the first 6 month of operation.
The Experimental Traffic Regulation can be in force for no longer that 18 months. During that time the public will be able to object or make representation in the same way that they are able to do so in the 28 day period allowed when making a traditional Traffic Regulation Order. If fact the whole of the time that the Experimental Traffic Regulation Order in in effect is considered to be the objection period.
We can at any time before 18 months has expired and make the restriction permanent. To do this we will need to consider and resolve the objections received as we would a traditional Traffic Regulation Order. When the objections have been resolved we would advertise the restriction was being made permanent.
It is proposed to introduce a 20mph speed limit around the following schools in the Wards; Betws-yn Rhos, Llansannan and Llysfaen, as shown on the attached drawings.
