PENDERFYNWYD: Cymeradwyo a llofnodi fod cofnodion cyfarfod y Cyngor a gynhaliwyd 11/01/2017 yn gofnod cywir.

5. Adroddiad y Cynghorydd Sir: Cyflwynodd Y Cynghorydd Sir adroddiad cynhwysfawr o’r cyfarfodydd a fynychodd o Ionawr 4ydd hyd at noson y Cyfarfod.
Yn ogystal: Datganodd Y Cynghorydd Sir fod rhai o’r coed ar dir Dwr Cymru wedi cael ei torri. ’Roedd hyn yn dilyn gorfodaeth trwy lythyr gan CBS Conwy i ‘Cartrefi Conwy’ sydd bellach yn wedi cymeryd cyfrifoldeb am y darn tir yma. Er hyn mae’n ymddangos fod cryn ansicrwydd ynglyn a pherchnogaeth a chyfrifoldebau am y darn tir mewn cwestiwn. Cafwyd ar ddeallt fod y gorfodaeth wedi ei roddi yn bennaf oherwydd diffyg gwelededd wrth ddod lawr y ffordd fawr yn ben uchaf y pentref.
Datganodd Y Cynghorydd Sir ei bod yn dal i barhau yn ei hymdrechion i gael ’Cartrefi Conwy’ i ddatrus y broblem ynglyn a’r coed yng nghefn y tai yn Maes Aled.
Mynegodd Y Cadeirydd nad oes dim datglybiadau hyd hyn yn dilyn cyfarfod gyda’r adran briffydd CBS Conwy i drafod problemau ym mhentref Y Groes.

9.1 22/01/17. e-bost: Cynghorydd Meurig Davies: Cais i’r Cyngor Cymuned ystyried y posibilrwydd o gael lloches i rieni gael cysgodi tra’n aros am eu plant y tu allan i giatiau Ysgol Bro Aled.
Eglurodd Y Cyng M Davies fod rhiant yn awr oherwydd rheolau newydd yn gorfod aros tu allan i berimedr y Ganolfan i dderbyn eu plant ar derfyn oriau’r ysgol yn y prynhawn.
Yn dilyn trafodaeth derbyniwyd dau gynnig sef;
1) Fod Ysgol Bro Aled yn gwneud y gwaith parataol sef cyfathrebu gyda CBS Conwy ynglyn a’r safle a pharatoadau yn ymwneud a chaniatad cynllunio ayb. Ac os yn llwyddianus i’r Cyngor Cymuned gefnogi’n ariannol.
2) GWELLIANT: Fod y Cyngor Cymuned yn ymgymeryd ac yn gyfrifol am yr holl fwriadwaith; sef o ddechrau’r trafodaethau hyd at wynebu’r llawn gost.

Gofynwyd i’r Clerk gysylltu gyda Pennaeth Ysgol Bro Aled a’r Cynghorydd Sir i egluro’r mater.

10. Unrhyw fater arall.
10.1 .Derbyniwyd cwyn gan Y Cynghorydd Glyn O Roberts ar ran aelod o’r etholaeth am gyflwr ffordd ‘Cornwal’ Cymeradwywyd i’r Clerc gyslltu gyda’r adran berthnasol yn CBS Conwy a Rob Jones.
Hefyd, datganodd Y Cyng GO Roberts ei bryder ynglyn a’r diriwiad yn y gwasanaeth mae banciau yn debygol o fod yn ei gynnig mewn llawer o drefydd bychain yng nghefn gwlad yn y dyfodol agos.

MINUTES OF MEETING HELD WEDNESDAY 8th FEBRUARY 2017at 7-30pm
AT THE CANOLFAN ADDYSG BRO ALED EDUCATIONAL CENTRE

Present Councillors:. Celfyn Williams (Chairman) Guto Davies, Meurig Davies, Meinir Jones, Glyn O Roberts and Trefor Roberts.
Members of the Public. County Councillor, Sue Lloyd-Williams, Emrys Owen, Eifion M Jones. Dwysan Roberts (Translator) and Emrys Williams (Clerk)
1.Appologies for absence : Councillors: Nia Williams, Edna Jones, Berwyn Evans, Dafydd Ifans, Elwyn Jones and Gareth Jones and also Philip Coombes (Member of the Public)
2. Declarations of Interest: Code of Local Government Conduct, Councillors: Celfyn Williams and Meinir Jones declared an interest regarding:- Item 7. Finance, Payments to Neuadd Goffa Plwyf Y Bylchau (Neuadd Y Groes)
3. Approval of the Council’s previous meeting’s minutes 11/01/2017
RESOLVED: To approve and sign the minutes of the Council’s meeting held on 11/01/2017
4. Matters arising from the minutes
1) Welsh Water Land, Maes Aled: item in 9. Correspondence.
2) It was confirmed that the car parked at Ffordd Gogor has been moved.
3) Tender for mowing the cemetery and work in the community:
RESOLVED: Not to advertise the tender details in the ‘Denbighshire Free Press’
5. County Councillor’s monthly report County Councillor Sue Lloyd-Williams gave a comprehensive report on meetings she had attended from the 4th of January up to the present meeting.
In addition: The County Cllr stated that some of the trees on Welsh Water land have been felled. This was as a result of an order by Conwy CBC to ‘Cartrefi Conwy’ who have now apparently taken responsibility for the said piece of land.There seems to be still some uncertainty regarding ownership and responsibilities for the land in question. It was confirmed that the order was placed initially to improve visibility on the main road when entering the village
The County Cllr stated that she is still endeavouring to resolve the issue with ‘Cartrefi Conwy’ regarding the trees at the back of the houses at Maes Aled.
The Chairman commented that progress has yet to be made regarding issues in the village of Groes that were discussed at a site meeting with Conwy CBC’S highway department some time ago.
6. Public’s opportunity to present statements. Emrys Owen: Expressed concern for the unwillingness of ‘Cartrefi Conwy’to act on promises made by them regarding Maes Aled trees.

8. Notice of Applications for Planning Permission
No applications received by date of the meeting.
9. Correspondence
9.1 1 22/01/17 e-mail: Cllr Meurig Davies requesting if the Community Council would consider the possibility of a shelter for parents whilst waiting for their children outside the gates of Ysgol Bro Aled. He explained that due to new safety regulations parents now have to stand outside the school’s perimeter whilst waiting for their children at the end of school hours in the afternoon.
Following a discussion by the committee the following two proposals were made:
1) That Ysgol Bro Aled arrange all the preparatory work i.e. corresponding with Conway CBC to negotiate the siting and the planning application for the shelter; and if successful, Llansannan Community Council to support the project financially.
2) AMENDMENT: That Llansannan Community
Council take on the responsibility for the whole project i.e. all preparatory work and the financing of the project.
A vote was taken and the amendment carried (3 votes) over the first proposal (2 votes)
9.2 26/01/17. e-mail: County Cllr Sue Lloyd-Williams: Maes Aled Trees and Welsh Water land,This item was discussed during 5. County Councillor’s Monthly Report.
9.3 31/01/17. e-mail: Luned Evans, One Voice Wales.Reply to a previous request for guidance regarding valuation and insurance cover for the Parish Cemetery.
9.4 01/02/17. e-mail: Request from Cllr Berwyn Evans on behalf of Llansannan ‘Merched y Wawr’
RESOLVED: That the Council are agreeable with their request to adopt for two years both planters on the two main approaches to the village as part of their fifty years celebrations.
9.5 Synopsis of a ‘Press Release’ by the Auditor General for Wales regarding Community Councils’ need to improve Financial Management and Governance. The full report is available in the
attachment on an e-mail forwarded by the clerk to the Councillors on 31/01/17.
10. Any other business
10.1 Cllr Glyn O Roberts relayed a complaint by member of the electorate regarding the present state of the‘ Cornwal ’minor road.
RESOLVED: That the clerk contact relevant department at Conwy CBC and Robert Jones.
Cllr Roberts also referred to his concern regarding the closure of several local banks thus resulting in the declining financial services available to many businesses in rural areas.
10.2 Contingency Plans: This issue to be included on the 08/03/17 Agenda.
10.3 RESOLVED: The clerk to correspond with ‘Zurich Insurance’ re- Correspondence 9.3
11. Confirm date and venue of next Council Meeting.
The meeting will be held on 08/03/2017 at the Canolfan Addysg Bro Aled Llansannan at 7.30pm
